May 26, 2026 — Western Balkans — The European Union‑funded Regional Programme on Local Democracy (ReLOaD3) has signed financial and grant agreements for 21 projects across municipalities including Gllogoc/Glogovac, Gjakovë/Đakovica, Istog/Istok, Malishevë/Mališevo, and Vushtrri/Vučitrn. The agreements, valued at €274,875, mark a significant step in advancing participatory democracy and civil society engagement in the region.
Empowering Civil Society and Local Communities
The selected projects will address local priorities ranging from social services for vulnerable groups to employment, gender equality, environmental protection, tourism development, human rights promotion, and cultural heritage preservation. By fostering cooperation between municipalities and civil society organizations (CSOs), ReLOaD3 strengthens inclusive democratic processes and enhances service delivery.
Building on Previous Success
ReLOaD3 builds on the achievements of earlier phases, ReLOaD1 and ReLOaD2 (2017–2024), which supported partnerships between 11 municipalities and CSOs, benefiting nearly 15,000 people. Ninety‑nine projects were implemented, creating safe spaces for children with disabilities, empowering women entrepreneurs, and promoting eco‑tourism and cultural heritage.
Advancing EU Integration and Local Democracy
This new phase institutionalizes transparent, development‑oriented public funding for civil society initiatives, reinforcing trust and collaboration between local governments and CSOs. The programme contributes to the EU integration process by empowering youth and civil society to actively participate in decision‑making, ultimately fostering more inclusive, accountable, and resilient communities.
