Governor Kathy Hochul announced the completion of Confluence Court, a $45 million affordable and supportive housing development in downtown Binghamton. The project transformed a long-vacant historic manufacturing warehouse at 200 Court Street into 111 all-electric apartments, including 60 units with on-site services for veterans experiencing homelessness and other residents in need of support to live independently. Confluence Court is part of Governor Hochul’s broader $25 billion five-year Housing Plan and contributes to the state’s ongoing effort to create or preserve 100,000 affordable homes statewide.
The development is a partnership between Helio Health and CSD Housing, providing affordable units to households earning up to 60 percent of the Area Median Income. On-site supportive services, delivered by Helio Health and Eagle Star Housing, include case management, health and recovery supports, service coordination, and independent living assistance.
The project revitalized the historic Sheltered Workshop for the Disabled and Rehabilitation Services building, which operated from 1947 to 2011 and is listed on the State and National Registers of Historic Places. The transformation added a new building with 31 units and anchors the revitalization of downtown Binghamton, with convenient access to public transportation, grocery stores, hospitals, and a nearby Veterans Affairs clinic.
Confluence Court is an all-electric, energy-efficient development featuring air-source heat pumps, advanced ventilation, high-performance insulation, and electric vehicle charging stations. The community includes a landscaped courtyard, a community room, and fully accessible and adaptable apartments for residents with mobility, hearing, or visual impairments.
State financing leveraged multiple programs, including the Federal Low Income Housing Tax Credit, State Historic Rehabilitation Tax Credits, Clean Energy Initiative funding, and support from the Empire State Supportive Housing Initiative. Combined, these investments provide equity, subsidies, and operational support to ensure the project delivers long-term housing stability and support for residents.
