Angola is advancing efforts to strengthen sustainable health financing, a key factor in achieving Universal Health Coverage and the Sustainable Development Goals. Central to this effort is the implementation of National Health Accounts (NHA), which follow the internationally recognized System of Health Accounts framework. The NHA provides a comprehensive view of health financing, detailing who finances, provides, and consumes health services, and capturing the roles of the government, public and private insurers, the private health sector, families, and development partners. Reliable NHA data enables policymakers to identify gaps, improve planning, and ensure resources reach those most in need.
Although Angola has made progress in its health system, it does not yet have a fully institutionalized NHA system. To address this, the World Health Organization, with co-financing from the European Union, has supported the Ministry of Health in organizing a workshop to train a national technical team. This initiative aims to establish a systematic process for data collection and analysis, providing the country with accurate information on health service financing, delivery, and consumption.
The two-week training course brought together representatives from the Ministry of Health, Ministry of Finance, National Statistics Institute, other national institutions, and development partners. The training emphasized practical, interactive methods to build national capacity, ensuring Angola can plan more effectively and safeguard investments in health.
Next steps include the formal creation of a National Technical Group for the NHA with a clear mandate to implement a detailed work plan, conduct national-level data collection, analyze the results, and produce comprehensive National Health Accounts reports for recent years.
Through these measures, Angola is strengthening governance in the health sector, enabling evidence-based financial decision-making, improving equity in access to health services, and reinforcing commitments to financial protection and the well-being of all citizens.
