The African Development Bank Group has approved $48.8 million in financing to support populations affected by conflict in eastern Democratic Republic of the Congo through the Crisis Response Project (PRECAPE). The funding package includes a combination of loans and grants from the Bank’s concessional windows, aimed at addressing urgent humanitarian needs while promoting long-term recovery, resilience, and social inclusion.
The project focuses on restoring essential services and rebuilding critical infrastructure in conflict-affected areas. It will support the rehabilitation and equipping of climate-resilient facilities, including schools, health centres, vocational training institutions, and water and sanitation systems, helping communities regain access to basic services such as healthcare, education, and clean water.
Beyond infrastructure, the initiative aims to strengthen institutional capacity and economic resilience. It will assist government coordination efforts and contribute to innovative financing mechanisms, including digital tools designed to enhance the value of natural resources and support sustainable development initiatives.
Human capital development is a key component of the project, with targeted programmes to provide vocational training, entrepreneurship support, and financial literacy to young people and women. It also includes psychosocial and medical assistance for survivors of gender-based violence, addressing the social impacts of conflict alongside economic recovery.
The project will be implemented in regions including South Kivu and North Kivu, with an expected reach of more than 800,000 people, including internally displaced populations and host communities. By combining immediate relief with long-term development strategies, the initiative aims to strengthen community resilience and lay the foundation for sustainable peace and growth in eastern DR Congo.
