From 23 to 25 September, the OSCE Mission in Kosovo conducted an advanced criminal analysis training for 20 analysts from the Department of Intelligence and Analysis and other analytical units within the Kosovo Police. The program aimed to strengthen participants’ capacity to identify, assess, and respond to complex criminal activity through advanced techniques in criminal behaviour analysis.
The training covered specialized topics such as competing hypotheses, crime pattern analysis, financial analysis, psychological profiling, and intelligence gathering and dissemination. Emphasizing a multidisciplinary approach, the course integrated modern technology and innovative methodologies to enhance crime prevention and investigative outcomes.
Delivered through expert-led lectures, practical exercises, case studies, and group discussions, participants gained hands-on experience applying analytical tools to real-world scenarios. They learned to develop and test hypotheses, detect crime patterns, and better understand criminal motivations, improving their operational and investigative skills.
Ambassador Gerard McGurk, Head of the OSCE Mission in Kosovo, highlighted that enhancing analytical capabilities is crucial for advancing intelligence-led policing. He noted that the training contributes to more effective investigations, supports public safety, and strengthens the partnership in building a modern, professional police service.
The skills acquired during the course are expected to improve operational decision-making, investigative accuracy, and crime prevention strategies. This initiative reflects the OSCE Mission’s ongoing commitment to supporting Kosovo’s law enforcement institutions in developing professional, accountable, and community-focused policing services.
