Pay discrimination remains a major factor contributing to the gender pay gap, affecting many industries where employees performing similar work may receive different wages based on gender or other factors unrelated to job performance. This persistent inequality highlights the need for interventions that combine skills development with awareness of workplace rights.
In İstanbul, Türkiye, Syrian worker Nuran Mısılmini, who has been employed as an overlock machine operator in the textile sector for many years, joined the ILO’s Work-Based Learning Programme in 2024. The programme is designed to help workers enhance their technical skills while also increasing their understanding of workplace rights, including the principle of equal pay.
Through the programme, Nuran strengthened her competencies and gained awareness of equal pay standards, empowering her to advocate for fairer treatment in her workplace. Her experience illustrates how combining technical training with rights education can foster more equitable and inclusive work environments.
The Work-Based Learning Programme, locally known as İŞMEP, is part of the project “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens.” It is financed by the Federal Republic of Germany through the KfW Development Bank and implemented by the International Labour Organization (ILO) Office for Türkiye in coordination with the Ministry of Labour and Social Security, providing both skills development and legal awareness to support fair and decent work.
