Ecuador is taking significant steps to professionalize elder care through a comprehensive training and labor certification program designed to prepare caregivers for formal employment while addressing the growing demand for long-term care services. The initiative, supported by the Inter-American Development Bank (IDB), Ecuador’s Ministry of Labor, and the Public Enterprise of the Eloy Alfaro Lay University of Manabí, seeks to transform caregiving into a recognized profession and strengthen the country’s care economy.
The program responds to major demographic changes occurring across Ecuador. Rising life expectancy and an aging population are increasing the demand for care services. Life expectancy in the country has grown substantially over the past decades, reaching approximately 77 years. By 2050, projections indicate that Ecuador will have significantly more older adults relative to children, while the number of elderly individuals requiring care is expected to triple. These trends are creating new challenges for social services and labor markets, while also generating opportunities for employment growth in the care sector.
The initiative recognizes elder care as both a social necessity and an economic opportunity. According to projections cited by the IDB, the care sector could generate approximately 383,000 jobs in Ecuador by 2035. Across Latin America and the Caribbean, the sector has the potential to create millions of new employment opportunities. However, realizing this potential requires qualified workers, professional standards, and formal recognition of caregiving skills.
To address these needs, the program offers competency-based training focused on developing practical and professional caregiving skills. Participants receive instruction aligned with official occupational standards and obtain certifications recognized by Ecuador’s Ministry of Labor. The training combines classroom learning with hands-on experience in real-world environments such as hospitals, public institutions, foundations, and universities. The curriculum emphasizes promoting the dignity, autonomy, and well-being of older adults while equipping caregivers with essential technical and interpersonal skills.
