Higher education systems across the Commonwealth are facing increasing financial pressure as universities are expected to deliver more in areas such as skills development, innovation, productivity, and social cohesion, while simultaneously dealing with declining public funding, rising operational costs, and expanding expectations. In response to these challenges, the Association of Commonwealth Universities (ACU) is launching a new report titled “Alternative higher education financing: global trends and Commonwealth policy insights,” which examines how universities are adapting to funding constraints and what policy environments are needed to support more sustainable, equitable, and resilient financing models.
The report draws on global and Commonwealth-wide evidence to explore how institutions are diversifying income sources, the emerging funding models across different regions, and the evolving role of governments as both funders and enablers through policy, regulatory, and fiscal frameworks. It also highlights case studies from ACU member institutions that demonstrate practical approaches to income diversification, alongside the challenges and lessons learned in implementation across diverse contexts.
The accompanying webinar will discuss key themes including emerging financing models, enabling policy conditions, risks and trade-offs in diversification strategies, and how universities can balance financial resilience with equity, affordability, and public trust. It will also provide real-world insights into what works, what challenges persist, and how different approaches may be adapted across Commonwealth higher education systems.
