The UNESCO Amman Office, in collaboration with the Ministry of Education, has officially launched Jordan’s Education Strategic Plan (ESP) 2026–2030, marking a key milestone in the country’s education reform efforts. The new strategy follows the conclusion of the previous Education Sector Plan (2018–2025) and is based on a comprehensive Education Sector Analysis finalized in March 2025 using UNESCO/IIEP methodology. The analysis assessed the entire education system from early childhood to higher education, and the new plan provides a clear roadmap to improve quality, equity, inclusion, resilience, and climate-responsive education across Jordan.
The Strategic Plan is closely aligned with Jordan’s Economic Modernization Vision, which places education at the core of human capital development and long-term economic growth. It also supports the objectives of Sustainable Development Goal 4, reinforcing the country’s commitment to inclusive, equitable, and high-quality education and lifelong learning opportunities for all citizens.
The development of the plan involved an inclusive and consultative process that brought together the Ministry of Education, the UNESCO International Institute for Educational Planning, education directorates, development partners, and national stakeholders. UNESCO provided technical assistance for the education sector analysis and strategic planning, while also supporting improvements in monitoring and evaluation systems, data quality, and the localization of the Education Management Information System to strengthen evidence-based decision-making.
The plan was developed with financial support from international partners including Canada, Italy, Switzerland, and Norway through the System Strengthening Partnership Programme. These collaborations have contributed to enhancing Jordan’s education planning capacity and strengthening the resilience of the education system to respond to evolving challenges.
Jordan’s Education Strategic Plan 2026–2030 outlines a comprehensive approach to education reform across all levels of the system. It prioritizes foundational learning, inclusive and gender-responsive policies, digital transformation, improved teacher professional development, and the integration of green education standards and climate-responsive practices in schools.
The strategy also emphasizes stronger links between education, skills development, and employment opportunities for young people. By adopting a whole-of-system approach with clear objectives and measurable outcomes, the plan aims to ensure coordinated implementation and effective monitoring across the education sector.
With implementation beginning in 2026, the new strategic framework is expected to guide national and partner investments, strengthen institutional capacity, and expand access to high-quality education. The initiative reflects Jordan’s long-term commitment to building a resilient, inclusive, and future-ready education system that supports social cohesion and sustainable development.
