In Pampanga, the International Labour Organization partnered with the Commission on Human Rights and the Department of Labor and Employment to reaffirm their shared commitment to upholding labour rights as human rights, with a strong focus on freedom of association. A joint training brought together CHR officials, investigators and training specialists to strengthen national systems that promote, monitor and protect workers’ rights.
The programme provided practical tools to investigate labour rights violations, support policy advocacy and expand knowledge at both national and local levels. It also enhanced coordination between DOLE and CHR on case referral, investigation and monitoring, in line with recommendations from the ILO High-Level Tripartite Mission. To ensure sustainability, the training has been integrated into DOLE’s e-learning platform to broaden access to labour education.
Supported by the Government of Canada, the initiative aligns with global commitments to social justice and decent work. Philippine officials emphasized that freedom of association enables meaningful social dialogue between workers and employers, leading to improved working conditions and productivity. The collaboration among the ILO, CHR and DOLE reflects a continued effort to strengthen institutions, promote collective bargaining and advance inclusive and sustainable development in the Philippines.
