This publication highlights how Joint SDG Fund-supported programmes in the Kyrgyz Republic are advancing the Sustainable Development Goals (SDGs) through integrated financing, strengthened local governance, and digital transformation. The programmes aim to translate national priorities into tangible results, aligning planning, budgeting, and service delivery with the 2030 Agenda for Sustainable Development.
Through the Integrated National Financing Framework (INFF), the Kyrgyz government, supported by UNDP, has strengthened SDG-aligned planning, budgeting, and investment decisions to support the National Development Programme 2030. The INFF has enhanced institutional coordination across economic policy, public finance, and investment planning, improving the analytical foundations for SDG financing, identifying investment gaps, and creating platforms for public–private dialogue on sustainable development.
Local governance and urban development are central to SDG implementation. In Bishkek, the first Voluntary Local Review (VLR) was operationalized with support from the Joint SDG Fund and UN partners. The initiative integrates SDG monitoring into municipal planning, regulatory reforms, and service delivery, while strengthening vertical coordination between national and local institutions. Risk-informed, climate-sensitive territorial analysis now guides urban expansion, infrastructure planning, and fiscal decision-making, ensuring local actions align with national SDG commitments.
Digital transformation is another key focus, particularly in health and social protection. The Joint Programme “Bridging the Digital Health Divide,” implemented by UNDP, UNFPA, and WHO, supports system-wide digital integration to improve accessibility, efficiency, and service quality. Digital solutions include the digitalization of disability certification, improving interoperability between the Ministries of Health and Labour, Social Protection, and Migration. This system-wide approach reduces administrative barriers, enhances transparency, and benefits over 50,000 applicants annually, while providing a roadmap for future digital health modernization and resource mobilization.
Since 2020, the Joint SDG Fund has provided over USD 1.5 million to advance integrated financing, SDG localization, and digital health transformation in line with national development priorities. The programmes illustrate how coordinated financing, local action, and digital solutions can drive sustainable development outcomes in the Kyrgyz Republic, supporting national reform agendas and improving the lives of citizens.
