Minister of State for International Development and Diaspora Neale Richmond has announced €3 million in Irish Aid humanitarian funding to support people affected by the ongoing war in Ukraine. The funding will be shared equally between three Irish NGOs — Concern, the Irish Red Cross and Trócaire — with each organisation receiving €1 million to deliver life-saving assistance through local partners.
The announcement followed a meeting between Minister Richmond and representatives of the three NGOs, where discussions focused on the worsening humanitarian situation in Ukraine and how Ireland can maximise the impact of its support.
Minister Richmond said the funding reflects Ireland’s commitment to delivering critical aid through trusted organisations with strong local partnerships. He noted that the grants will help ensure urgent assistance reaches those most in need, particularly during the harsh winter months.
Concern will use the funding to provide cash assistance to vulnerable families for heating, shelter repairs and evacuation support, working through community-based Ukrainian organisations. The Irish Red Cross will expand its mental health and psychosocial support programmes, addressing the often-overlooked psychological impact of war. Trócaire, in partnership with Caritas-Spes Ukraine, will deliver a year-long cash and winterisation programme supporting displaced and frontline families in Kharkiv and Odesa.
The €3 million allocation forms part of Ireland’s broader €36 million Ukraine support package announced in September 2025. Since Russia’s full-scale invasion in 2022, Ireland has provided more than €173 million in humanitarian and stabilisation assistance to Ukraine, including over €100 million through UN agencies, the Red Cross Red Crescent Movement and international NGOs.
