In 2025, the European Investment Bank (EIB) and the European Investment Fund (EIF), together forming the EIB Group, provided around €1.6 billion in financing to Finnish public sector bodies and companies, supporting projects across sustainable transport, social infrastructure, advanced technologies, and small business finance. About 67% of the funding was dedicated to the green transition, and the total investments mobilised in Finland reached approximately €4.9 billion, equivalent to 1.8% of GDP or €868 per person. Key projects included new tram infrastructure in the Helsinki metropolitan area to enhance sustainable urban mobility, energy efficiency upgrades in hospitals and schools, and improvements to the Olkiluoto nuclear power plant to ensure secure, low-carbon electricity generation.
The EIB also backed Finnish industry and innovation, providing up to €870 million to Nokia to advance research and development in 5G and 6G technologies, semiconductors, and digital connectivity, with a portion dedicated to research and innovation activities within Finland. Finnish startup Aisti received €20 million in EIB financing to expand production of sustainable, noise-reducing building materials made from natural fibers at its facility in Kitee, Eastern Finland. According to EIB Vice-President Karl Nehammer, the Group’s engagement in Finland strengthens the country’s green transition, energy security, and innovation while delivering tangible benefits for citizens.
Alongside direct financing, the EIF played a significant role in supporting smaller businesses through equity investments and guarantees, providing €222 million in 2025 to mobilize additional funding for Finnish companies via national and pan-European funds. This included a €30 million EU-backed export credit guarantee pilot under InvestEU, in partnership with Finnvera, to facilitate trade with Ukraine. Finnvera also joined the EIF as a new shareholder, reinforcing collaboration with the EIB Group to bolster small business development and economic resilience in Finland.
