Mongolia’s transition to clean energy is about more than upgrading power plants or reducing carbon emissions; it directly affects how people heat their homes, the air quality in winter, regional employment opportunities, and the future of coal-dependent communities. To guide this process, the joint programme on the Acceleration of Just Energy Transition in Mongolia has produced studies outlining what a fair, people-centred energy transition could look like and how it can be implemented.
The Just Energy Transition Framework presents a long-term vision for shifting to cleaner energy while ensuring no one is left behind. It emphasizes supporting households during energy reforms, equipping workers with new skills for a changing economy, and creating opportunities in regions reliant on coal. The framework highlights that climate action does not need to come at the expense of social fairness, showing how cleaner energy can improve health, strengthen local economies, and promote equitable outcomes.
The Just Energy Transition Framework Assessment Report provides the research underpinning this vision. It examines Mongolia’s current energy system, the risks of continued dependence on coal, and lessons from other countries undergoing similar transitions. The report also incorporates perspectives from workers, communities, and institutions across Mongolia, ensuring that future energy policies reflect lived experiences and local concerns.
The Sustainable Heating Policy Briefing addresses the immediate challenge of home heating, especially in Ulaanbaatar’s ger areas, where air pollution and inefficient heating affect daily life. It explores practical solutions such as better insulation, modern electric heating, and targeted financial support to reduce household energy costs, improve health outcomes, and provide quick benefits while contributing to the broader energy transition.
Together, these studies demonstrate that Mongolia’s energy transition can advance climate goals without compromising social well-being. With careful planning, the shift to clean energy can deliver warmer homes, cleaner air, new jobs, and stronger, more resilient communities. By combining a long-term vision with evidence-based research and actionable solutions, the programme transforms the concept of a just energy transition into tangible benefits for people’s daily lives.
