The Syrian Private Sector Dialogue (PSD) is a flagship initiative led by the United Nations Development Programme with support from the Government of Japan, designed to bring together Syrian business leaders from across the country and the diaspora. Since 2018, the Dialogue has served as a trusted, evidence-based platform where entrepreneurs, chambers, policymakers, and international partners can address structural challenges, build consensus, and advance practical solutions for a resilient and inclusive economy. Earlier editions were held outside Syria, providing a neutral and safe environment that allowed broad participation from diverse geographies and backgrounds.
The Eighth Edition of the Syrian Private Sector Dialogue (PSD8) marks a significant milestone as it will be convened inside Syria for the first time. Organised in partnership with the Ministry of Economy and Industry, this edition reflects a shift toward localisation, national ownership, and confidence-building. PSD8 aims to define the economic pillars of a renewed social contract, representing the aspirations and realities of Syrian businesses across regions, sectors, and the diaspora. It emphasizes private sector leadership, institutional reform, and shared responsibility for Syria’s recovery.
PSD8 focuses on providing an evidence-based assessment of the Syrian private sector, identifying challenges, risks, and opportunities in regulation, finance, markets, skills, and the overall business environment. It also seeks to enable an inclusive national dialogue that brings together businesses of all sizes, sectors, and regions, with a particular focus on women and youth entrepreneurs.
The Dialogue aims to shape a shared vision and roadmap for Syria’s future economy, aligned with national priorities for an open and competitive market. It also mobilizes commitments for reform and partnership among private-sector actors, public institutions, and international partners. Finally, PSD8 emphasizes continuity and follow-up through mechanisms that sustain dialogue, build trust, and support the implementation of decisions and initiatives beyond the event, ensuring long-term impact on Syria’s economic recovery.
