The World Bank’s Board of Executive Directors has approved three projects in India’s Assam state aimed at increasing resilience to extreme weather, improving governance and service delivery, and equipping more than four million students with skills for the workforce. These initiatives target Assam’s unique position as a gateway to Southeast Asia, enhancing regional trade and connectivity while addressing challenges such as climate vulnerability, inadequate infrastructure, and multidimensional poverty. The projects are designed to catalyze private sector development, strengthen regional value chains, and support long-term prosperity in a high-potential yet underserved region.
The Assam Disaster Resilient Hill Roads Development Project, valued at $350 million, will construct climate-resilient roads in hilly areas, reducing travel time for around 190,000 people in tribal and rural communities. The project will enhance connectivity across the Northeastern region of the state with improved transport and logistics hubs featuring truck bays, container bays, taxi and bus bays, and electric vehicle charging points. It is expected to provide over 50,000 youth with better access to jobs through improved infrastructure and services.
The Assam: School Education and Adolescent Wellbeing Project, with a $250 million investment, aims to improve learning outcomes for more than two million primary school students and prepare another two million adolescents aged 10–19 for the workforce. The project focuses on life-skills training, enhanced curriculum, and multilingual education. It will also support the construction and improvement of climate-resilient schools to ensure uninterrupted learning and better readiness for employment.
The Assam Governance and Service Delivery Program, funded with $80 million, will strengthen public financial management, including resource allocation and spending, improve administrative service delivery to citizens and businesses, and enhance Assam’s data ecosystem. The program builds on previous World Bank governance initiatives and aims to enable policymakers to make faster and more informed decisions while ensuring sustainable public finance and service delivery.
All three projects have a final maturity of 16 years, including a three-year grace period, providing long-term support for infrastructure, education, and governance improvements across Assam.
