The European Investment Bank and the Council of Europe Development Bank have reaffirmed their commitment to supporting Slovenia’s national affordable housing agenda. The announcement was made during a major conference on Slovenia’s affordable housing journey, held with the participation of the Slovenian government and supported by the European Commission. This coordinated effort reflects recommendations for international financial institutions to align more closely with national governments to address housing challenges.
The renewed cooperation highlights Slovenia’s progress on its Third-Generation National Housing Strategy and Investment Plan, which aims to mobilize expertise, funding and innovation to strengthen the country’s housing system. Senior representatives from both banks emphasized that affordable housing is essential for social cohesion, equal opportunity and long-term economic resilience. Their joint commitment is intended to accelerate the delivery of affordable, sustainable homes for citizens across the country.
Both institutions will provide Slovenia with financing, advisory support, technical assistance and continued collaboration to improve housing delivery and innovation. The conference formed part of the EIB Group’s wider housing roadshow, bringing together European and national stakeholders involved in housing development and finance.
The EIB Group is expanding its efforts to strengthen Europe’s housing sector, focusing on innovative construction, renovation of aging housing and building new affordable homes. As part of its Action Plan for Affordable and Sustainable Housing, the EIB aims to increase financing for housing to more than €4 billion in 2025. A key component of this plan is the €400 million HousingTechEU initiative, which will support innovation in construction materials, machinery and advanced engineering to improve housing quality and reduce costs.
To streamline access to support, the EIB has also created an online platform linking local authorities, developers and communities with funding and advisory resources. This tool forms an early step toward a larger pan-European investment platform for housing.
The Council of Europe Development Bank continues to play a major role in Slovenia’s affordable housing expansion. Over the past decade, it has financed the development of more than 2,000 affordable homes and has nearly €300 million in additional financing planned. The Bank has also provided technical assistance to help Slovenia prepare its national housing strategy and strengthen local housing delivery systems. With decades of experience, the CEB focuses its housing support on vulnerable groups, including low-income households, young people, the elderly and homeless individuals.
