The Inter-American Development Bank Group (IDB Group) has launched two innovative tools at COP30 to help Latin American and Caribbean countries more accurately assess the risks and costs associated with disasters. RiskMONITOR is designed to visualize data on disaster risk, preparedness, response capacity, available resources, and vulnerability over time, drawing on 20 years of accumulated knowledge and country-specific indicators. RiskHUB leverages emerging technologies, including artificial intelligence, to project potential disaster impacts and support applications in emergency response, territorial planning, infrastructure design, and fiscal policy. Both tools target experts in the public and private sectors to enhance regional disaster resilience.
RiskMONITOR and RiskHUB form part of the IDB Group’s Ready and Resilient Americas program, which aims to strengthen disaster preparedness in the region. The program focuses on three key pillars: improving the availability and accessibility of disaster risk information, enhancing coordination mechanisms for effective regional response, and implementing innovative financial instruments to mitigate disaster impacts and protect vulnerable populations.
In addition to these tools, the IDB Group is collaborating with Google and the World Meteorological Organization (WMO) to expand the use of advanced platforms such as the Common Alerting Protocol (CAP) and Flood Hub. CAP enables authorities to disseminate critical safety alerts simultaneously across multiple channels, including sirens, radio, television, smartphones, and the internet. Flood Hub combines artificial intelligence and satellite data to provide flood forecasts up to seven days in advance.
Honduras, one of the most disaster-prone countries in the region, served as the pilot site for this collaboration, marking the first adoption of CAP and Flood Hub in Latin America and the Caribbean. These initiatives collectively aim to strengthen early warning systems, improve disaster preparedness, and enhance the resilience of communities across the region.
