The Government of Ireland has launched a €5 million pre-construction fund aimed at accelerating the development of efficient district heating projects across the country. This initiative supports early-stage project development and is part of Ireland’s broader effort to achieve its climate goals, enhance energy security, and improve affordability.
District heating, which delivers heat to multiple buildings from a central energy source, plays a crucial role in Ireland’s Climate Action Plan. It offers an efficient and sustainable alternative to fossil fuel-based heating, particularly in densely populated areas where surplus heat sources—such as data centres, industry, and waste-to-energy facilities—are readily available.
The new fund, approved by Minister for Climate, Energy and the Environment Darragh O’Brien, will be administered by the Department of Climate, Energy and the Environment through the Climate Action Fund. Interested parties can now submit an Expression of Interest (EoI) through the Sustainable Energy Authority of Ireland (SEAI) website to be considered for support.
Minister O’Brien emphasized the importance of this initiative in preparing the sector for future large-scale investment. “I am pleased to see the swift progress on opening this fund and I thank the SEAI District Heating Centre of Excellence for their support in making this allocation available so quickly,” he said. “This industry is poised for advancement, and this initial fund represents the first step in that journey. The establishment of future State funding will be the next step to support the full construction of efficient district heating projects in the years to come.”
The pre-construction fund will serve as a pilot initiative, helping to bridge the financial gap faced by district heating developers until more substantial capital funding becomes available. It aims to address early-stage market barriers, stimulate private and public sector engagement, and position efficient district heating projects to benefit from future investment opportunities.
William Walsh, CEO of SEAI, highlighted the transformative potential of district heating for Ireland’s energy transition. “District heating works really well in other countries and there’s huge potential for it here in Ireland,” he said. “It’s a vital piece of our plan to move away from fossil fuels toward more secure, sustainable heating for homes and buildings. This pre-construction fund will help cover essential setup costs to get the industry off the ground.”
Expressions of Interest for the fund are open until 12 December 2025, and eligible applicants—public or private project sponsors who are legal entities—can register through the SEAI website. Successful applicants can expect to be contacted by February 2026 regarding their submissions.
The launch of this fund represents a major milestone in Ireland’s journey toward decarbonizing heat and fostering a sustainable, low-carbon future.
