The European Union and the International Labour Organization (ILO) have launched a three-year initiative titled “Promoting Inclusive Labour Market Governance Reform in Support of Ukraine’s Reconstruction and EU Accession.” Signed by EU Ambassador Katarína Mathernová and ILO Ukraine Director Aida Lindmeier, the project aims to strengthen Ukraine’s labour market institutions and ensure that recovery and European integration efforts are fair, inclusive, and people-centered. The initiative will support the Government of Ukraine, employers, and workers’ organizations in implementing labour reforms that promote decent work, social justice, and equal opportunities.
The project will enhance social dialogue between the government, employers, and trade unions by providing technical assistance, policy advice, and facilitation of tripartite consultations on key labour reforms. It will also build the capacity of labour institutions and professionals, including policymakers, labour inspectors, judges, and organizations of workers and employers, through training, peer learning, and expert support to align with international labour standards and EU law.
Modernizing employment services forms another key component of the initiative, helping displaced persons, women, youth, and war veterans access decent employment opportunities. Additionally, the project will develop Ukraine’s first Youth Guarantee Implementation Plan, inspired by EU experience, creating new pathways for young people to enter the workforce.
The initiative further aims to support the adoption of fair and transparent labour laws aligned with international and EU standards, contributing to Ukraine’s long-term European integration. By rebuilding trust among social partners, promoting fairness in employment, and strengthening resilience across the labour market, the project places people at the heart of Ukraine’s recovery and reconstruction efforts.
