Empowering Young Entrepreneurs in Laos to Strengthen Sustainable Tourism

The Ministry of Industry and Commerce (MoIC) and Plan International Laos have launched the Lasting Laos Project, aimed at supporting young entrepreneurs and micro, small, and medium enterprises (MSMEs) in the Lao tourism sector to adopt sustainable consumption and production practices, circular economy models, and decent work standards. The initiative, co-funded by the European Union, TUI Care Foundation, the French Facility for Global Environment, and Plan International Germany, builds on the achievements of the SUSTOUR Laos project to strengthen sustainable business practices and green financing solutions across the sector.

The project aligns with national priorities outlined in Laos’ 9th National Socio-Economic Development Plan and the MSME Development Plan 2021–2025. It is intended to foster inclusive economic growth while ensuring environmental protection and social well-being by supporting local products, improving product quality, and encouraging greener, more efficient business operations.

Implemented by Plan International Laos in collaboration with MoIC, the Lao National Chamber of Commerce and Industry, and provincial and district authorities, the project will run until mid-2028. It is expected to directly benefit over 3,000 entrepreneurs, employees, and young adults across Vientiane Capital, Vientiane Province, Luang Prabang, and Champasak.

Key project activities include the Lasting Laos Sustainability Certification, which helps MSMEs integrate sustainable practices aligned with international standards such as Travelife, and access to green financing and innovation support. These measures will enable entrepreneurs to scale up eco-friendly products and services, particularly in agri-food, textiles, handicrafts, and single-use plastic reduction.

Through this initiative, partners aim to strengthen policy frameworks, integrate sustainability standards into government practice, and foster a culture of environmentally and socially responsible entrepreneurship. Cooperation with the private sector and development partners will help create a strong market for sustainable products, providing MSMEs with competitive advantages and long-term growth opportunities while promoting domestic and eco-conscious tourism.

The project underscores the commitment of stakeholders—including MoIC, Plan International Laos, LNCCI, and international donors—to transform Laos’ tourism value chain into a sustainable, inclusive, and resilient sector, benefiting local communities and preserving natural resources for future generations.
