The Asian Development Bank (ADB) has approved the Rapid Resource Reprogramming and Deployment Option (3RDO), a new financing mechanism that allows developing member countries (DMCs) to respond quickly during crises. The tool enables DMCs to repurpose existing ADB sovereign portfolio funds for immediate relief and early recovery actions without waiting for new financing to be arranged. ADB President Masato Kanda emphasized that speed is critical during emergencies to protect vulnerable populations and stabilize economies.
The 3RDO is designed to address the most urgent period following a disaster, ensuring the availability of essential goods and services and maintaining critical public functions. Eligible DMCs can request the repurposing of up to 10% of their undisbursed sovereign portfolio—or up to 25% for small island developing states—through a pre-approved rapid response contingent project. With triggers, eligible expenditures, and implementation arrangements defined in advance, activation can occur within 24 hours of a government request.
Between 2020 and 2025, 1,227 disasters were reported across ADB member countries in Asia and the Pacific, resulting in over 106,000 deaths and approximately $341 billion in economic losses. Of these, 62 disasters required states of emergency, accounting for 56% of total deaths and 23% of economic losses. ADB considers disaster risk management a vital part of development, integrating risk reduction, preparedness, and timely response including relief, recovery, and reconstruction.
The 3RDO offers a zero-cost option that DMCs can activate during crises, complementing existing financing options. It also promotes disaster preparedness and good governance, enhancing agility and readiness while reinforcing existing response mechanisms. ADB continues to support sustainable, inclusive, and resilient growth across Asia and the Pacific by leveraging innovative financial tools and strategic partnerships.
