The Executive Board of the Inter-American Development Bank (IDB) has approved a Specific Investment Loan of up to $20 million to support Colombia’s Program to Strengthen the Legal Defense of the State at the Territorial Level. The initiative is designed to enhance the effectiveness of Colombia’s legal defense system at both national and subnational levels, while reinforcing institutional capacity and modernizing key systems within the National Agency for the Legal Defense of the State (ANDJE).
The program seeks to reduce the country’s fiscal vulnerability stemming from claims related to unlawful damage and adverse judicial rulings. By improving litigation strategies and institutional coordination, the initiative aims to increase the State’s success rate in court cases and reduce the financial burden associated with compensation payments. Strengthening preventive mechanisms is also expected to lower the occurrence of disputes and legal claims in the future.
A core element of the operation focuses on reinforcing the State Legal Defense System with a territorial approach. This includes providing technical support to subnational entities and promoting measures to prevent unlawful damage, thereby improving legal risk management across different levels of government. The program emphasizes coordination and capacity-building to ensure that regional authorities are better equipped to handle litigation effectively.
Another key component involves advancing the digital transformation of ANDJE. The project will expand the use of eKogui, an intelligent litigation information management system, and enhance cybersecurity measures to safeguard sensitive legal data. These improvements are intended to streamline case management, improve access to information, and strengthen overall operational efficiency.
The approved loan carries a 19-year amortization period, including a 5.5-year grace period, with an interest rate linked to SOFR. Through this financing, the IDB aims to support Colombia in building a more resilient and efficient legal defense framework that protects public resources and strengthens governance.
