The Urban Futures program (2023–2027) is a global initiative addressing urban food systems, youth well-being, and climate action, operating in partnership with local organizations in Colombia, Ecuador, Indonesia, Zambia, and Zimbabwe. An external evaluation is being commissioned to generate evidence and learning that will guide strategic decisions for the program’s final implementation period (2026–2027) and inform reflections on a potential subsequent phase. The evaluation will focus on assessing relevance, coherence, effectiveness, efficiency, and emerging sustainability, with a particular emphasis on youth and women’s agency, leadership, and meaningful participation.
The evaluation will employ a mixed-method approach that is contribution-oriented and complexity-aware. It will combine a global assessment, examining strategy, governance, cross-cutting functions, and coherence across regions, with city-level in-depth studies in at least four locations to explore context-specific pathways of change and contribution mechanisms. The work will include in-person engagement and field visits, with at least one city in each region where the program operates expected to be part of the fieldwork.
Qualified teams are invited to submit an Expression of Interest (EOI) demonstrating their understanding of the assignment and relevant experience. The indicative timeline includes the launch of the EOI on 16 February 2026, a submission deadline of 16 March 2026, and the announcement of shortlisted teams for full proposal submission on 13 April 2026.
