The African Development Bank (AfDB) has approved a €17.71 million loan to support the second phase of Cabo Verde’s E-Governance and Public Financial Management Reform Programme, continuing efforts to harness technology for economic growth and more efficient public administration.
“The goal of this support is to stimulate growth through digitisation and private-sector competitiveness, while modernising public administration and consolidating public finances,” said Abdoulaye Coulibaly, AfDB Director of the Governance and Economic Reforms Department.
The programme has two key components. The first focuses on advancing digitisation reforms to strengthen private-sector competitiveness, including the introduction of e-Justice to digitise judicial processes and a call for proposals to attract technology firms and digital nomads to the country’s technology park.
The second component seeks to modernise public administration and promote fiscal sustainability. This involves policy actions to improve transparency, enhance public resource management, rationalise tax expenditures, and publish full annual estimates in the 2026 budget. A Public Expenditure and Financial Accountability assessment is also planned for early 2026, financed through the Middle Income Countries Grant.
Key beneficiaries include the Ministry of the Digital Economy, the Central Bank of Cabo Verde, the Institute for Gender Equality and Equity, the National Directorate of State Revenue, and the Public Procurement Regulatory Authority, ensuring a broad impact across the country’s governance and economic institutions.
