A national forum held in Rabat, supported by the ILO through the THAMM Plus project and the European Union, focused on identifying skills needs in Morocco’s tourism sector and outlining a roadmap for attractive and decent professional mobility pathways between Morocco and the European Union. This forum, the culmination of two preparatory webinars held in May and September 2025, is part of broader joint efforts under the Talent Partnership to create safe, fair, and sustainable labor mobility, strengthen governance of labor migration, and promote decent work in the tourism industry.
During the discussions, participants identified and validated key skills requirements in hospitality and catering professions while assessing gaps between Moroccan and European training systems. The forum also highlighted challenges related to working conditions, access to social protection, and the recognition of qualifications. Addressing these dimensions is seen as crucial for enhancing the sector’s attractiveness, promoting quality jobs, and encouraging young people—particularly women—to pursue careers in tourism.
The workshop also laid the groundwork for a joint operational roadmap to create fair and secure professional mobility pathways that align with labor market needs in both Morocco and Europe. The roadmap aims to enhance the attractiveness of tourism sectors on both sides of the Mediterranean, support upskilling of young workers, ensure decent and fair working conditions for migrant employees, and meet enterprises’ demand for skilled labor.
Participants also visited the Tourism and Hospitality Cluster at the Cité des Métiers et des Compétences (CMC) in Rabat–Tamesna, managed by the Office de la Formation Professionnelle et de la Promotion du Travail (OFPPT). The visit showcased innovative training programs and the practical skills of learners, highlighting the quality of Morocco’s vocational training system and its central role in supporting the success of the Talent Partnership.
