The joint programme “Accelerating the Localization of SDGs through Digital Transformation” in Costa Rica is reshaping how local governments and communities use digital tools to achieve inclusive and sustainable development. It is led by national institutions such as the Institute for Municipal Development and Advisory Services (IFAM), the Ministry of National Planning and Economic Policy (MIDEPLAN), and the Ministry of Science, Innovation, Technology and Telecommunications (MICITT), with support from the UN Resident Coordinator and UN agencies.
Central to the initiative is the integration of the Pro-SDG Canton Network with Community Innovation Labs (LINCs) in the cantons of Atenas, Palmares, and Sarchí. These LINCs serve as digitally equipped civic innovation hubs that empower women and underserved communities through training in digital skills, entrepreneurship, and participatory governance. The focus is on advancing gender-transformative local development by giving marginalized populations the tools to actively engage in their communities.
So far, the programme has trained nearly 300 individuals and supported over 160 women in starting or expanding digital ventures. It is driving systemic change by embedding inclusive governance practices and enhancing municipal capacity for data-driven decision-making. This approach ensures that local innovation is aligned with national SDG strategies while making use of the UN system’s convening power.
Costa Rica’s model demonstrates effective multilevel collaboration in localizing the SDGs. By bridging the digital divide and scaling impactful solutions, the initiative offers a compelling example of how to ensure no one is left behind in the pursuit of sustainable development.
