Barbados has taken a major step toward strengthening its national health system with the approval of the Barbados Medical Products Authority (BMPA) Bill, marking the creation of a dedicated regulatory body to oversee medicines and health technologies across the country. The initiative has been developed with technical support from the Pan American Health Organization (PAHO).
Once operational, the new authority will regulate pharmaceuticals, vaccines, medical devices, and other health products throughout their lifecycle, ensuring improved oversight of safety, quality, and effectiveness. The reform is designed to consolidate key regulatory functions under a single institution, enhancing efficiency, transparency, and accountability within the national health system.
The establishment of the BMPA reflects years of collaboration between the Government of Barbados and PAHO, aimed at strengthening the country’s regulatory framework in line with international standards. This process has included legislative modernization, the development of regulatory guidelines, and the strengthening of systems such as market authorization and post-market surveillance.
PAHO and the European Union have supported Barbados throughout this process by providing technical assistance, capacity building, and guidance on institutional design. These efforts have helped lay the foundation for a comprehensive regulatory system capable of ensuring access to safe and quality-assured health products.
The new authority is expected to significantly improve public health outcomes by reducing the risk of substandard or falsified medical products, improving regulatory response during health emergencies, and ensuring faster access to essential medicines and technologies.
Beyond national benefits, the BMPA is also expected to strengthen Barbados’ role within regional regulatory networks in the Caribbean, supporting greater cooperation and information sharing among countries. PAHO will continue to assist Barbados in advancing toward higher regulatory maturity standards, including alignment with the WHO Global Benchmarking Tool (GBT) Maturity Level 3 target by 2029.
The creation of the BMPA represents a strategic investment in long-term health system resilience and reinforces Barbados’ commitment to strengthening governance in the health sector through modern, internationally aligned regulatory systems.
