The International Labour Organization (ILO), together with the Government of Papua New Guinea and national social partners, convened a planning and consultation workshop focused on strengthening labour governance and improving working conditions across the country. The workshop was held on 28 April 2026 in Port Moresby and brought together key stakeholders involved in labour administration and employment policy.
Participants included representatives from the Department of Labour and Industrial Relations (DLIR), the Employers Federation of Papua New Guinea (EFPNG), the Papua New Guinea Trade Union Congress (PNGTUC), and other government agencies. The consultations reflected a shared commitment to strengthening labour governance frameworks and advancing labour reforms through tripartite cooperation among government, employers, and workers’ organizations.
The discussions focused on the Improving Labour Governance programme, which seeks to strengthen labour administration systems, improve legal and regulatory frameworks, enhance labour market information systems, and support social dialogue mechanisms in Papua New Guinea.
During the workshop, DLIR Secretary George Taunakekei emphasized that the programme aligns closely with national government priorities and departmental objectives related to labour law reform and employment standards. He reaffirmed the Department’s commitment to working with the ILO to promote safe, healthy, and well-governed workplaces throughout the country.
The workshop also coincided with the observance of the World Day for Safety and Health at Work 2026, highlighting the importance of occupational safety and healthy working environments as fundamental labour rights. Stakeholders reiterated the need to strengthen workplace protections and governance systems to improve labour conditions and support decent work opportunities.
Representatives from employers’ and workers’ organizations also expressed support for stronger labour administration and policy reforms. Papua New Guinea Trade Union Congress General Secretary Clemence Kanau highlighted the importance of reliable labour market information and up-to-date workforce data in supporting effective labour law reviews and policy implementation.
Participants noted that the planned Labour Force Survey would play a critical role in generating evidence-based data needed to guide labour reforms, employment policies, and workforce planning across Papua New Guinea. The discussions underscored the importance of data-driven policymaking and stronger institutional partnerships among stakeholders.
Workshop participants provided recommendations and inputs on programme priorities, implementation approaches, and proposed interventions designed to improve labour governance systems and working conditions nationwide.
The Improving Labour Governance in Papua New Guinea programme is supported by the Australian Government and aims to strengthen labour market governance through improved legal frameworks, enhanced labour information systems, stronger workplace protections, and more effective mechanisms for social dialogue and cooperation.
The initiative forms part of broader efforts to support decent work, improve employment standards, and strengthen labour institutions in Papua New Guinea as the country continues advancing labour sector reforms and workforce development initiatives.
