The UK government plans to create a single Industry Training Board by merging the Engineering Construction Industry Training Board and the Construction Industry Training Board, aiming to simplify the skills system, strengthen industry leadership, and better align training with employer needs. The reforms are designed to improve workforce planning, boost productivity, and expand opportunities for careers in construction and engineering.
Bringing the boards together will allow more effective use of funding, clearer career pathways, and easier access to skilled workers for employers. Work and Pensions Secretary Pat McFadden emphasized that these changes will support high-quality, employer-led training, help deliver housing and clean energy infrastructure goals, and enhance collaboration between industry and government.
A 12-week consultation has been launched to gather input from employers, training providers, and stakeholders across England, Scotland, and Wales, closing on 14 June 2026.
