The EU-backed E5P fund, managed by the European Bank for Reconstruction and Development (EBRD), has approved a €20 million emergency grant to support financing for containerised cogeneration units with a combined capacity of around 120 MW. This initiative, announced on 23 March, is part of the EU’s ‘Repair, Rebuild, Restart’ program, a €920 million package aimed at securing Ukraine’s power grid for the 2026–2027 winter.
The grant comes in response to repeated attacks on Kyiv’s heating network during the past winter, which left thousands of homes, schools, and hospitals without heat as temperatures dropped to –20°C. The containerised units will be distributed across Kyiv to maintain heating during national grid outages and ensure continuity of essential services.
Once operational, the project is expected to benefit over 1 million residents, including more than 100,000 displaced persons, as well as 264 educational institutions and over 30 healthcare facilities. In addition, a €2.07 million technical assistance grant will support the development of a medium-term district heating master plan for Kyiv, addressing distributed cogeneration and the future integration of renewable energy.
