The Ministry of the Economy and the Luxembourg National Research Fund (FNR), in collaboration with Luxinnovation, have launched a new joint call for research and development (R&D) projects focused on Data, Artificial Intelligence (AI), and Quantum Technologies. The initiative is designed to foster collaboration between companies and public research institutions, accelerate the deployment of advanced digital technologies, and strengthen Luxembourg’s digital sovereignty in line with national strategy.
Data, AI, and Quantum Technologies are considered key pillars for advancing Luxembourg’s innovation capacity, enhancing competitiveness, and preparing for breakthroughs in areas such as quantum-enabled computation and secure communications. These technologies support the analysis of large datasets, optimization of industrial and scientific processes, and modeling of complex systems.
The joint call targets high-quality, innovative R&D projects that address complex, future-oriented challenges. Projects are expected to advance the state of the art and produce solutions that surpass current technologies. Applicants must demonstrate how they integrate data analytics, AI, or quantum technologies to improve products, processes, or services. The call focuses on three thematic areas: data-based solutions including large-scale simulations and predictive modeling; AI for process optimization, automation, and trustworthy applications; and quantum technologies encompassing algorithms, simulation, and secure quantum communication.
The initiative emphasizes public-private partnerships to ensure companies gain access to scientific expertise, infrastructure, and best practices. The objectives are to foster innovation and sustainable value creation, strengthen corporate expertise in advanced data analytics, AI, and quantum technologies, and contribute to Luxembourg’s economic development while supporting national strategic priorities. The call also aims to enhance Luxembourg’s attractiveness as an innovation hub through high-impact technological research and applications.
All proposals must be submitted by a consortium with balanced participation from companies and public research organizations, with no single partner contributing more than 70% of project costs. Eligible public research organizations may receive up to €500,000 from the FNR, while companies may receive up to €700,000 under the national RDI framework. Projects are expected to run for 24 to 36 months.
The submission process is structured in two phases. The first phase, open from 1 March to 1 April 2026, requires submission of a Project Outline to verify eligibility and alignment with the call’s objectives. Selected consortia will then be invited to submit Full Project Proposals between 30 April and 1 July 2026, which will be evaluated by an independent expert panel. Funding decisions are expected by October 2026.
To support applicants, Luxinnovation has set up an online platform for submitting project outlines. Additionally, a webinar will be held on 5 March 2026 to present the call objectives, explain the application process, and host a Q&A session. This joint call reaffirms Luxembourg’s commitment to applied research, public-private partnerships, and the development of cutting-edge technological capabilities.
