The European Union and the United Nations have launched a new EU-funded UN Multi-Country Programme titled “Challenging Harmful Attitudes and Norms for Gender Equality (CHANGE)” to prevent gender-based violence (GBV) and promote gender equality across Central Asia. The programme will be jointly implemented by United Nations Development Programme, United Nations Population Fund and UN Women in partnership with governments, civil society and the private sector from 2026 to 2028, covering all five countries in the region.
The initiative responds to persistent gender inequalities and high levels of violence against women and girls, with global estimates indicating that one in three women experiences violence in her lifetime. Although Central Asian countries have strengthened legislation and policy frameworks, stigma and protection gaps continue to limit reporting and access to services. The programme aims to address root causes by promoting zero tolerance for violence, strengthening civil society capacity, and expanding women’s economic empowerment, recognizing financial independence as a key protective factor.
By combining policy reform, institutional strengthening and community-based prevention efforts, the EU and UN seek to foster long-term social change. The programme emphasizes regional cooperation, behavioral change initiatives and support for frontline civil society organizations, with the broader goal of delivering measurable progress toward gender equality and contributing to the 2030 Agenda for Sustainable Development.
