On 9 February, the Netherlands announced an additional €35 million contribution to the Ukraine Energy Support Fund, bringing its total support through the Fund to €100 million. The Fund, administered by the Energy Community Secretariat and co-chaired by the European Commission, channels international assistance to maintain and restore Ukraine’s energy infrastructure during the ongoing crisis.
The Energy Community Secretariat highlighted that the increased contribution comes amid months of intensified Russian attacks on Ukraine’s energy systems, which have placed critical infrastructure under severe strain and exposed civilians to significant risks due to widespread power outages. Of the Netherlands’ contribution, €3 million is allocated to rooftop solar installations through the ‘Ray of Hope’ initiative, providing decentralized electricity to hospitals and enabling life-saving care even during blackouts caused by attacks.
The funding aims to restore heat and electricity to thousands of households, ensuring the continuity of essential services at a time when energy access is critical. Since November 2025, international support through the Ukraine Energy Support Fund has reached over €1.8 billion, with more than €600 million worth of equipment, services, and protective measures delivered to Ukraine to strengthen its energy resilience.
