Financial close has been successfully achieved for the Ilute Solar Project, allowing construction to begin on one of Zambia’s most innovative renewable energy developments. Announced by Serengeti Energy, Kwama Energy, and FMO, this milestone completes the project’s development phase and establishes a new benchmark for privately financed power generation in Zambia and the wider Southern African region.
Ilute is a 32MWp solar Independent Power Producer located near Sesheke in Zambia’s Western Province. Designed to support rapidly growing electricity demand, the project is among the first generation assets financed through power sales into the Southern African Power Pool under a market-based Power Purchase Agreement with GreenCo Power Services Ltd, a regional renewable energy trader. This structure enables Ilute to contribute directly to regional power trade and energy security.
Reaching financial close confirms the successful deployment of a pioneering project finance model for renewable energy in Africa. Senior lenders have committed a US$26.5 million blended financing package that combines development, commercial, and concessional capital. This approach mitigates traditional investment risks for independent power producers, achieves bankability without sovereign guarantees, and positions Ilute as Africa’s first non-recourse, project-financed generation project operating under a fully market-based offtake arrangement.
The project’s private PPA model replaces conventional utility-backed agreements with a competitive, market-driven trading framework. Power generated by Ilute will be sold to GreenCo, supporting regional electricity flows through the Southern African Power Pool. This structure strengthens Zambia’s grid resilience, supports infrastructure investment, and helps ease regional power shortages without adding pressure to government finances.
The achievement reflects strong collaboration among a broad coalition of stakeholders, including project developers, financiers, the Zambian government, the national utility ZESCO, local traditional authorities, and regional power market institutions. Together, they have delivered a transparent and replicable model that mobilises private capital, supports clean energy transition goals, and deepens regional electricity market integration.
Beyond energy generation, the Ilute Solar Project incorporates environmental and social commitments through a biodiversity management plan developed with WWF and a community trust funded by a share of annual revenues. With financial close now secured, Ilute stands as a scalable blueprint for future private renewable energy investments across Africa, demonstrating how innovation, regional cooperation, and inclusive development can drive sustainable power solutions.
