Viet Nam is advancing efforts to develop a national roadmap for decent jobs and universal social protection under the Global Accelerator on Jobs and Social Protection for Just Transitions, with technical and financial support from the Joint SDG Fund and United Nations partners. This initiative seeks to translate global commitments on just transitions into a country-owned, actionable framework aligned with Viet Nam’s development goals, particularly as the country navigates climate change, an ageing population, digital transformation, and the shift toward a green economy.
A technical meeting convened by the Institute of State Organizational and Labour Sciences (ISOL) under the Ministry of Home Affairs brought together government experts, UN agencies, and technical specialists to review findings from a national assessment and discuss priority directions for the draft roadmap. Felix Weidenkaff, Officer in Charge of ILO Viet Nam, emphasized the importance of close collaboration with national institutions and highlighted the Global Accelerator’s focus on creating decent jobs in the green, digital, and care economies while expanding social protection for all.
The meeting examined a comprehensive assessment led by ISOL that mapped strengths and policy gaps across Viet Nam’s employment and social protection systems. Discussions focused on how integrated policies could better link job creation, income security, and inclusion—key principles of the Global Accelerator. Participants explored ways to embed gender equality, address the needs of vulnerable groups, and mobilize sustainable financing by combining public resources with private investment to implement the roadmap at scale.
Bui Ton Hien, Vice Director General of ISOL, presented the draft roadmap outlining coordinated policy directions across labour markets, social protection systems, and just transition objectives. The process also demonstrated how catalytic financing from the Joint SDG Fund can support countries in moving from analysis to action by aligning policies across sectors, convening diverse stakeholders, and strengthening national ownership of reforms.
The recommendations from the technical meeting will inform revisions of the draft roadmap and guide a broader stakeholder consultation, which will include line ministries, workers’ and employers’ organizations, development partners, academia, and civil society. This consultation aims to validate priorities and establish concrete next steps for implementation.
By advancing the Global Accelerator process, the United Nations, in partnership with the Joint SDG Fund, aims to help Viet Nam build a resilient and inclusive labour market, where decent jobs and reliable social protection are accessible to all workers as the country transitions toward a greener and more sustainable future.
