Since 2023, the National Agency for the Fight Against Illiteracy (ANLCA) in Morocco has partnered with the UNESCO Institute for Lifelong Learning (UIL), with support from Huawei, to integrate digital technology into adult literacy programmes. This effort is part of Morocco’s National Literacy Strategy 2023–2035 and aims to modernize teaching methods, expand access to training, and enhance the skills of literacy educators. Khalid Fettah, head of the engineering and programmes department at ANLCA, highlights the strategic importance of this transformation for the country and outlines the next steps in the initiative.
The initiative focuses on strengthening the digital skills of literacy teachers, aligning with Strategic Choice 8 of the National Literacy Strategy, which emphasizes active andragogical approaches and the development of remote digital offerings to complement in-person literacy education. By incorporating digital tools, ANLCA aims to modernize content, expand training opportunities, and facilitate participation, especially in remote and isolated areas. The initiative also supports Morocco’s broader digital transformation goals, including Maroc Digital 2030, while fostering digital inclusion practices within the Global Alliance for Literacy (GAL).
Pilot training modules have been developed and are ready for rollout. The next steps involve digitizing the modules in consultation with UIL, integrating them into ANLCA’s IFMA platform, and training approximately 4,800 literacy teachers. The programme will also include monitoring to evaluate the impact on teaching practices and the effectiveness of integrating digital tools into literacy instruction.
The expected impact of this initiative extends to both teachers and learners. For literacy educators, the programme offers professional development by equipping them with skills to use digital technologies, manage virtual and hybrid classrooms, and deliver personalized, inclusive instruction. For learners, digital integration promises more interactive and engaging learning experiences, broader access to training through mobile applications and online platforms, and enhanced digital skills that support lifelong learning and socio-economic integration.
