The Inter-American Development Bank (IDB) continues to lead efforts to strengthen transparency, integrity, and anti-corruption measures in Latin America and the Caribbean by improving public access to information and accountability. Through its InvestmentMap initiative, the IDB supports national and subnational governments in building digital ecosystems that allow citizens to monitor and oversee public budgets, investments, and procurement in real time.
On International Anti-Corruption Day, the IDB launched InvestmentMap 2.0 in the Dominican Republic, featuring innovative functionalities based on interoperability, open-source code, and Artificial Intelligence solutions to facilitate data access. This advancement positions the region as a global benchmark in using technology to enhance transparency and integrity in public finance management.
The Ministry of Finance and Economy of the Dominican Republic, in partnership with the IDB, unveiled MapaInversiones 2.0, a platform that integrates data on budgeting, programming, financial execution, physical progress, and contractual processes. This initiative strengthens institutional capacity, ensures traceability of public spending, and provides a comprehensive view of public resource management.
InvestmentMap 2.0 incorporates AI components to improve citizen monitoring, data quality, governance, and accessibility, aligning with frameworks such as the United Nations Convention against Corruption, UNESCO’s Recommendation on the Ethics of AI, and OECD guidelines on public integrity and responsible AI use. Paula Acosta, Chief of the Institutional Capacity of the State Division, highlighted that the platform optimizes processes, enhances databases, and offers citizens innovative ways to consult and interact with the government.
The IDB also introduced a chatbot that allows citizens to ask questions in natural language and receive answers based on official public investment data. The tool includes an algorithmic transparency mechanism that explains the reasoning behind each response, fostering trust and enabling independent verification. Initially, the chatbot works with data from the National Public Investment System (SNIP), providing information on project details, approved amounts, execution, progress, and territorial distribution.
With this launch, the IDB advances InvestmentMap toward a regional ecosystem of smart transparency, emphasizing interoperability, data quality, citizen engagement, and responsible use of AI as essential tools for strengthening public accountability.
