In western Afghanistan, a woman named Fatima (name changed for confidentiality) experienced both relief and loss when she received urgent cash assistance in March 2025. The support, totaling approximately 14,700 AFN ($200), provided a critical lifeline for her and other vulnerable families struggling under economic pressures. However, within a day, two self-appointed community leaders forcibly collected the funds from all 23 recipients, disregarding eligibility criteria and undermining the targeted nature of the aid. For Fatima, this represented not only a financial loss but also a loss of dignity and hope.
Facing potential retaliation, Fatima took the courageous step of contacting Awaaz Afghanistan, a toll-free and confidential hotline supported by several UN agencies, including UNOPS, IOM, UNDP, UNHCR, UNFPA, UN Women, and WFP. Funded by the EU, the Government of Japan, and the Afghanistan Humanitarian Fund, the hotline operates seven days a week with multilingual female and male agents, allowing communities to report issues affecting humanitarian assistance safely.
Awaaz responded swiftly to Fatima’s report while ensuring her anonymity. The team documented the case in detail and referred it to the responsible humanitarian organization. Within days, a field team investigated the claims, confirmed the misconduct, and recovered the full amount of cash assistance. Less than ten days after her call, each affected household, including Fatima’s, received their rightful share, restoring both financial support and a sense of fairness and trust in the system.
Edrees Omed, Awaaz Project Manager, emphasized the platform’s role in empowering people to speak out, noting that the case illustrates how listening and responding can bring meaningful protection and justice, even in remote areas. Awaaz Afghanistan, the country’s first nationwide humanitarian call center, has handled over 5.5 million calls since 2018, helping communities access information, report concerns, and shape the support they receive.
Fatima’s story highlights the broader impact of Awaaz: the platform is not only about resolving complaints but also about restoring trust, rights, and resilience. Her successful reclaiming of cash assistance demonstrates that individual voices can effect change and strengthen accountability in humanitarian programming. Awaaz continues to serve as a vital bridge of trust for vulnerable populations across Afghanistan.
