The SWGfL Revenge Porn Helpline, in collaboration with the UK Foreign, Commonwealth and Development Office (FCDO), is launching a pilot project for a Global Clearing Centre to address non-consensual intimate image (NCII) abuse. This initiative aims to help NGOs worldwide identify and remove NCII content more efficiently, leveraging the StopNCII.org tool to limit the spread of abusive images.
To support this global effort, the pilot includes the development of a Model National Response (MNR) framework and a network for sharing best practices and fostering international collaboration. Funded by the ISF Fund through the FCDO, the initiative seeks to address the global scale of intimate image abuse, which crosses borders, platforms, and cultures. Many NGOs currently face challenges such as limited access to rapid removal tools, inconsistent legal frameworks, and insufficient training and technical capacity.
The Global Clearing Centre will enhance the global response by improving content removal, training NGOs on intimate image abuse and response models, and supporting the use of the StopNCII.org system for hash-matching and URL sharing. NGOs will be able to input image hashes directly to detect and remove NCII quickly, while also collaborating internationally to strengthen collective efforts.
The accompanying Model National Response framework is designed to standardize best practices and provide participating NGOs with training, technical support, and guidance. This approach aims to create a trusted, repeatable process for addressing NCII across borders and platforms.
The pilot launches with an initial cohort of international partners, including #StopFisha from France, the Digital Rights Foundation from Pakistan, the Cyber Civil Rights Initiative from the US, and the Action Against Child Sexual Abuse Initiative from Nigeria. Additional NGOs are expected to join in the near future.
By providing shared infrastructure, standards, intelligence, and tools, the Global Clearing Centre is designed to offer a coordinated global response to intimate image abuse, ensuring that victims receive protection and support regardless of geographic or platform boundaries.
