The European Investment Bank (EIB) has launched a new phase of engagement in Central Asia, announcing the opening of a regional office in Tashkent in early 2026. During this mission, the EIB signed several Letters of Intent to advance sustainable transport, environmental resilience, and regional connectivity. High-level delegations from all five Central Asian countries, Turkey, the South Caucasus, and EU representatives participated, highlighting the strategic importance of the region for long-term European Union partnerships.
Central Asia’s growing economic role, strategic location between Europe and Asia, and potential in sustainable transport, digital connectivity, clean energy, and critical raw materials make it a key focus for the EU. The EIB’s strengthened presence aligns with the EU’s Global Gateway strategy and Team Europe’s commitment to fostering inclusive and sustainable growth across the region.
At the EU–Central Asia Economic Forum and the Trans-Caspian Transport Corridor Investors Forum, the EIB signed agreements with Kazakhstan and Uzbekistan to support road rehabilitation and corridor development. Key projects include the rehabilitation of the A-380 Nukus highway in Uzbekistan and modernization of road networks along the Middle Corridor in Kazakhstan, ensuring improved mobility and trade.
The Bank also confirmed participation in the Aral Sea afforestation programme with AFD and the Uzbek government, aiming to stabilize the exposed seabed, restore damaged land, and enhance climate resilience. In addition, the EIB continues due diligence on Tajikistan’s Rogun Hydropower Plant and supports Team Europe initiatives such as the Kambarata-1 hydropower project in Kyrgyzstan, benefiting regional energy cooperation.
Digital connectivity remains a priority, with the EIB backing a EUR 60 million package for SES to deploy high-speed broadband to remote areas in Kazakhstan, Uzbekistan, Tajikistan, and Kyrgyzstan. The O3b mPOWER satellite constellation will expand access to education, healthcare, and economic opportunities across the region.
A key milestone of the mission was confirming the new Tashkent office, which will enhance the EIB’s operational presence and collaboration with Team Europe partners. Olivier Kueny has been appointed as Head of Regional Representative for Central Asia, with support from Stella Renita, Head of the South Caucasus, under the Trans-Caspian Transport Corridor agenda.
Vice-President Marek Mora emphasized that the new office and the growing pipeline of sustainable projects mark a significant step forward in partnership with Central Asia. The EIB’s commitments reinforce the EU’s Global Gateway strategy and aim to deliver long-term benefits in sustainable transport, digital infrastructure, climate resilience, and inclusive development across the region.
