The second phase of the TARABOT Palestine Programme has been launched through a partnership between the Ministry of Planning and International Cooperation, UNDP/PAPP, and the Governments of Finland and Austria. Designed as a three-year initiative, TARABOT Phase II aims to coordinate national, local, and international efforts to strengthen the resilience of Palestinian communities facing severe socio-economic pressures, especially after recent crises. Rooted in a holistic resilience framework, the Programme blends long-term development with relief and recovery, demonstrating a shared commitment to stability, sustainability, and people-centered progress aligned with the Government’s Development and Reform Program.
Funding partners expressed strong support for the initiative. Representatives from Austria emphasized the importance of coordinated and holistic approaches to boost the Palestinian economy and reinforce community resilience. Finland highlighted the Programme’s evolution into Palestine’s National Resilience and Development Facility and its focus on democratic institutions, inclusive planning, and support for vulnerable groups. Both countries reaffirmed their commitment to equitable, transparent, and climate-resilient development.
Palestinian leadership underscored the Programme’s importance in supporting national priorities. The Minister of Planning and International Cooperation stressed the need for strong coordination to translate development and recovery frameworks into tangible results. UNDP reaffirmed its commitment to strengthening national systems through evidence-based policymaking and integrated planning, noting that the Programme is shaped by the lived experiences of Palestinian families, youth, workers, and community leaders.
The Minister of Local Government highlighted TARABOT’s alignment with sector reforms designed to empower local government units and expand their social and economic roles. These reforms aim to enhance financial sustainability, promote effective governance, and strengthen collaborations with civil society and community-based organizations.
The launch event concluded with a presentation outlining TARABOT Phase II’s vision, emphasizing local ownership, self-reliance, and coordinated national action. The Programme aims to advance a resilient, inclusive, and sustainable future for Palestine through unified efforts across all levels of governance and partnership.
