The inaugural Mission 300 Day, held alongside the Africa Investment Forum 2025 in Rabat, brought together the World Bank Group, the African Development Bank Group, and key partners to accelerate efforts toward providing electricity access to 300 million Africans by 2030. The event showcased National Energy Compacts developed by participating countries and highlighted investment-ready opportunities aimed at expanding energy access across the continent.
The gathering convened African government ministers, investors, and development financiers to discuss national commitments and implementation roadmaps. Participants examined progress on regulatory reforms, emphasising the importance of unlocking private-sector investment and strengthening dialogue between governments and investors. The platform also promoted knowledge exchange on best practices and championed the role of African private-sector leadership in advancing universal electricity access.
Mission 300 is a major initiative led by the World Bank Group and the African Development Bank, designed to unite governments, development partners, and private-sector actors around a shared goal of providing electricity to an additional 300 million people. So far, twenty-nine African countries have prepared National Energy Compacts with clear timelines to improve access, strengthen utility systems, and attract capital flows into the energy sector.
During the event, ministers from Comoros, Guinea, Gambia, and Lesotho presented detailed implementation plans outlining their pathways to universal electricity access by 2030. These plans included specific deadlines and required regulatory reforms, and they were discussed directly with investors and development partners to build confidence and support for investment mobilisation.
Since its launch in 2018, the Africa Investment Forum has generated more than $225 billion in investment interest across sectors aligned with the Sustainable Development Goals, the African Union’s Agenda 2063, and regional development priorities. Mission 300 Day reinforced this momentum by signalling Africa’s readiness for large-scale investment in energy access and infrastructure.
Speakers at the event underscored the transformative potential of Mission 300. They highlighted the opportunities created by ongoing reforms, the need for rapid investment in energy infrastructure, and the central role of innovation in scaling renewable energy solutions. They emphasised that expanded electricity access is not only about infrastructure but also about creating jobs, driving economic growth, strengthening industries, and improving the lives of millions across the continent.
