The European Union and the Republic of the Philippines have formalized a new cooperation agreement through the EU-Philippines Digital Economy Package, aimed at advancing the Philippines’ digital transition and fostering innovation in key sectors, including 5G, cybersecurity, artificial intelligence (AI) for earth observation, and digital connectivity. This initiative is part of the EU’s broader Global Gateway strategy, which seeks to strengthen smart, clean, and secure connections in digital, energy, and transport sectors while enhancing health, education, and research systems globally.
The partnership reflects a shared commitment to leveraging cutting-edge digital technologies for sustainable development, supporting economic growth, and improving safe and reliable digital connectivity for citizens in both regions. EU Ambassador Massimo Santoro emphasized the importance of fostering inclusive and sustainable digital transformation, while Philippine Finance Secretary Frederick D. Go highlighted that improved digital infrastructure would enable faster disaster response, better crisis management, and enhanced relief services for affected families.
A major element of the collaboration is the expansion of the EU Copernicus Philippines programme, which uses earth observation data to inform government policies on disaster risk reduction, environmental monitoring, and private sector productivity. By applying AI to these datasets, the programme aims to develop smart solutions addressing policy challenges ranging from food security to infrastructure planning.
The partnership also emphasizes strengthening research and innovation through collaboration between EU and Philippine universities. It aims to support the digital transition through 5G policy development, fostering ultrafast connectivity applications, and implementing robust cybersecurity measures to protect critical infrastructure and services.
The EU-Philippines Digital Economy Package is funded with €20 million from the EU, alongside €2 million from Finland and €600,000 from France. Key Philippine agencies—including the Philippine Space Agency, Department of Science and Technology, Department of Information and Communications Technology, and Office of Civil Defense—will lead the execution of this partnership in close coordination with European counterparts.
