The UN Security Council adopted Resolution 2803 (2025) with 13 votes in favour and none against, while China and Russia abstained. The resolution endorses the Comprehensive Plan announced by President Trump on 29 September, which paved the way for a ceasefire between Hamas and Israel just days later.
The resolution welcomes the creation of a Board of Peace, a transitional administration tasked with coordinating reconstruction efforts in Gaza. It also authorizes the Board to establish a temporary International Stabilization Force, which will deploy under a unified command agreed upon by the Board. Countries contributing personnel to the force will do so in coordination with Egypt and Israel.
Following the vote, the United States praised the decision as an important step toward stability and long-term peace in Gaza. The US Ambassador said the new force will help secure the area, support demilitarization, dismantle terrorist infrastructure, and ensure the safety of Palestinian civilians, creating conditions for both Palestinians and Israelis to move toward a more secure future.
Algeria expressed support for the diplomatic efforts behind the plan but emphasized that lasting peace in the Middle East requires justice for the Palestinian people and the realization of an independent Palestinian State. Algeria also noted that Arab and Muslim countries back the resolution, and the Palestinian Authority has welcomed the initiative.
Russia, explaining its abstention, expressed concern that the Council was endorsing a US-driven plan without sufficient clarity on the structure and authority of the Board of Peace and the International Stabilization Force, effectively handing full control of Gaza to newly formed bodies whose modalities are still unknown.
