The kick-off meeting of the EU-funded project “Digital Regulation Support to Ukraine” (DRS2UA) was held in Kyiv during the 2025 Annual Conference organized by the National Commission for the State Regulation of Electronic Communications (NCEC). The project aims to strengthen Ukraine’s regulatory framework in the electronic communications sector, enhance IT security against rising cyber threats, and improve internal and external communication capacities to support the country’s integration into the European Union.
Structured around three main components, DRS2UA focuses on reinforcing NCEC’s regulatory role, ensuring smooth integration into the EU’s “Roam Like at Home” framework, and advancing reforms for full participation in the EU Digital Single Market. Ukraine’s official accession to the roaming framework on 1 January 2026 represents a significant milestone for digital connectivity and user convenience across the country.
EU officials highlighted the importance of this cooperation in advancing Ukraine’s digital transformation and integration into the European digital ecosystem. Jocelin Cornet, Head of Section for Reconstruction, Energy, Infrastructure and Environment at the EU Delegation to Ukraine, emphasized that strengthening NCEC in areas such as market regulation, service quality, and roaming compliance is a shared priority to anchor Ukraine within the EU digital family.
Inga Popovici, Team Leader of the DRS2UA project, noted that the initiative aims to enhance NCEC’s resilience and capacity to effectively fulfill its mandate, positioning it as a model regulator nationally and internationally. Liliia Malon, Chair of NCEC, underscored the historic achievement of integrating Ukraine into the EU’s mutual internal market regime for roaming and expressed confidence that DRS2UA will enable the commission to achieve even more significant results, further advancing the country’s European integration objectives.
