Within the framework of the European Union’s Global Gateway program, a new initiative has been launched to expand digital connectivity across the Brazilian Amazon. The Inter-American Development Bank (IDB) Group and the French Development Agency (AFD) Group have partnered to co-finance up to €280.5 million (BRL 1.74 billion) in projects that will significantly improve internet access in the region.
The investment focuses on installing submarine fiber optic cables in the states of Maranhão and Pará, with the goal of delivering fast and affordable internet to around 15 million people. This expanded connectivity is expected to boost essential services such as online education, telemedicine, and e-commerce, ultimately benefiting students, traditional communities, indigenous villages, and riverside populations. Additionally, a new regional data center will enhance digital public services for nearly 2 million people.
These agreements were formalized during COP30, with participation from leaders of the European Union, IDB, AFD, France, and representatives of the Brazilian government. The initiative not only improves digital infrastructure but also strengthens cooperation between Brazil, French Guiana, and Europe, helping reduce regional inequalities and deepening strategic ties.
The project will involve the installation of hundreds of kilometers of submarine cables in both Maranhão and Pará, including a connection from Salinópolis to the international EllaLink system. This development will reinforce Brazil’s integration into global digital networks.
As part of the funding package, the European Union is providing €11.8 million (BRL 73.5 million) in non-reimbursable resources through the EU Latin American Investment Facility. This contribution supports Brazil’s digital strategies and advances the EU-LAC Global Gateway Investment Agenda. The signing of a delegation agreement between AFD and the EU marks a key milestone in this collaboration.
Overall, the initiative promotes sustainable infrastructure, regional integration, and an inclusive digital transformation, reinforcing the European Union’s commitment to connecting Europe and Latin America through modern and equitable connectivity solutions.
