The European Union (EU), together with Denmark, Germany, France, and Lithuania, has launched EU4Reconstruction, a €37 million Team Europe initiative designed to strengthen the governance and accountability of Ukraine’s reconstruction. The programme aims to ensure sound and transparent public investment aligned with EU standards by bringing together Europe’s best practices in integrity frameworks, digital tools, municipal management, and civic oversight in a coordinated effort.
Over the next three years, EU4Reconstruction will focus on strengthening Ukraine’s national reconstruction governance and regulatory framework, supporting municipalities in planning, financing, and delivering infrastructure projects to EU standards, and assisting the State Agency for Restoration and Infrastructure Development in managing large public investments. The initiative also aims to expand citizen, civil society, and media participation in monitoring reconstruction efforts. EU Ambassador to Ukraine, Katarína Mathernová, emphasized that the programme invests not only in rebuilding infrastructure but also in people, transparency, and green recovery to help Ukraine emerge stronger, fairer, and more resilient.
The initiative will work closely with the Ministry for Development of Communities and Territories of Ukraine and the Agency for Restoration, supporting government leadership in planning, coordinating, and monitoring reconstruction activities. Deputy Prime Minister Oleksiy Kuleba highlighted that Ukraine’s reconstruction is an opportunity to transform systems and institutions to be more transparent, accountable, and aligned with European values, accelerating the country’s path toward the EU.
Partner countries are contributing expertise in key areas. Denmark brings experience from the EU Anti-Corruption Initiative and the Denmark-Mykolaiv partnership to implement integrity practices, Germany supports decentralisation and local public-investment management, France promotes civil society and media engagement to ensure transparency, and Lithuania provides modern project management and digital tools to deliver well-run, measurable reconstruction projects. Serhiy Sukhomlyn, Head of the Agency for Restoration, stressed the importance of supporting Ukraine’s energy and desire for reconstruction with sustainable institutions and professional teams.
Implemented over three years with a budget of €37 million, EU4Reconstruction is managed by GIZ, Expertise France, the Ministry of Foreign Affairs of Denmark, and Lithuania’s Central Project Management Agency (CPVA). The programme collaborates with the Ministry for Development of Communities and Territories of Ukraine, the Agency for Restoration, and numerous municipalities, aiming to embed European values into lasting institutions, empower local authorities, and build public trust in a stronger, more democratic future for Ukraine.
