The Asian Development Bank (ADB) and the Government of Mongolia have signed a $475 million Financial Framework Arrangement to enhance their partnership in promoting inclusive and sustainable growth. The agreement, signed in Ulaanbaatar by Minister of Finance and ADB Governor Javkhlan Bold and ADB Country Director Shannon Cowlin, aims to streamline project preparation and approval processes, allowing for faster and more impactful development outcomes. Through this arrangement, ADB will continue supporting Mongolia in key areas such as health, education, skills development, and disaster resilience.
The framework will finance four major projects that directly improve public services and strengthen long-term development. The Provincial Health Service Strengthening and Modernization Project will upgrade hospitals and diagnostic centers in 17 provinces, introducing energy-efficient and climate-resilient facilities with modern medical equipment. It will also improve health policies, hospital management, and staff training, while enhancing emergency and intensive care services, including cancer care. The initiative will further reinforce Mongolia’s national health insurance system for greater sustainability.
In the education sector, additional financing for the Sustaining Access to and Quality of Education During Economic Difficulties Project will enable the construction of about 40 new schools and kindergartens across the country, creating over 10,000 new seats and reducing overcrowding in urban areas like Ulaanbaatar. The new facilities will incorporate disaster-resilient and inclusive designs, and the project will also focus on developing digital learning materials and updating the national digital school repository ahead of the 2027 curriculum rollout.
To strengthen workforce readiness, the Developing Skilled Mongolian Workforce for Resilient Economic Growth Project will modernize technical and vocational education, aligning it with future labor market needs. This includes creating a network of model training institutions, updating curricula, and fostering partnerships with international educational and industry organizations. The project aims to equip youth with digital, green, and market-relevant skills while improving sector management and teacher training.
The Strengthening Mongolia’s Disaster Resilience Capacity Project will upgrade the country’s disaster response capabilities by providing the National Emergency Management Agency with advanced vehicles and equipment for firefighting, search and rescue, and disaster recovery operations. It will also establish a new training complex to enhance emergency personnel skills and build community-level preparedness and response capacity across Mongolia.
Funded through a mix of ADB loans and grants, these projects align with Mongolia’s Government Action Plan 2024–2028 and ADB’s Country Partnership Strategy 2025–2028. Together, they represent a significant step toward improving public services, strengthening resilience, and promoting sustainable, inclusive growth in Mongolia.
