The Ministry of Justice of the Republic of Uzbekistan, in collaboration with the European Union (EU)-funded Twinning project, organized a symposium titled “Towards a Consistent and Simplified Regulatory Framework in Uzbekistan” in Tashkent on 29 October 2025. The event highlighted major achievements in improving the structure of legal acts and assessing regulatory impacts, demonstrating the progress made through the EU Twinning initiative. It also served as a platform for regional cooperation, with participation from officials from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. The symposium concluded with a hands-on training session led by German experts focusing on prioritizing legal acts and evaluating legislative impacts.
Implemented by the German Foundation for International Legal Cooperation (IRZ) and the Ministry of Justice of Latvia, the EU-funded Twinning project aims to strengthen Uzbekistan’s reform efforts to create a more efficient and transparent regulatory environment that supports trade and economic development. By enhancing the Ministry of Justice’s administrative, technical, and legal capacities, the project seeks to make the regulatory framework more sustainable and citizen-focused. These efforts are expected to improve Uzbekistan’s performance in global indices such as the Rule of Law Index and the Index of Economic Freedom. Twinning remains one of the EU’s key instruments for peer-to-peer cooperation and institutional capacity building between EU Member States and partner countries.
The symposium brought together representatives from the EU Delegation, senior Uzbek officials, and diplomatic representatives from Germany and Latvia, alongside experts from international and local organizations engaged in legislative reform and strategic policy planning.
